Conjuring and controlling are two separate things and magic can only do one (two with an upgrade)!
So, it could start as a blast of fire then upgrade to a small fire dragon. (Same for water). So, for example:
::[Magic: DarkxFire | Ability to make a small blast of fire from body.
::Restrictions | Extends 10m from body and lasts 1 post in battle.
::[Magic: DarkxFire (U) | Ability to make horse-sized fire dragon.
::Restrictions | Extends 10m from body and lasts 1 post in battle.
::[Magic: SparkxWater | Ability to make a small blast electrified water from body.
::Restrictions | Extends 10m from body and lasts 1 post in battle.
::[Magic: SparkxWater (U) | Ability to make horse-sized electrified water dragon.
::Restrictions | Extends 10m from body and lasts 1 post in battle.
