Beautiful face inclines in polite acknowledgment of Isopia's physical greetings, her eyes flickering to Deimos as he comes like a shadow to her side. Familiar, imposing aura does little to make her nervous, and instead puts her at ease. While the recalcitrant man would likely not return the sentiment, Hotaru trusted him, and considered him an odd sort of friend. Someone she willingly wanted to have her back, someone she was glad to rule beside. His introduction was familiarly terse, and Hotaru withheld a snort of fond amusement, not wanting to appear overly stringent but also not wanting to appear overly lax. Ah, the delicate line of politics, one she usually had to toe in place of Deimos, the poor fellow. He really didn't have a way with words. So when the Mountain began to speak, Hotaru paid close attention, eyes rapt and sharp even as she stared at a slight angle at the woman. Her own short stature did not daunt her, she'd lived her entire life shorter than most after all. 

"Congratulations," she noted primly at the awareness of ascension, for it was surely an achievement worth congratulating. Though it was an undeniably tough and particularly unforgiving road, and so Hotaru did not say any such niceties after the initial phrase. The Czarina was certainly eloquent, very to the point, and Hotaru's face was momentarily in display of her pleasure at such a short and concise speech. It certainly made her job a lot easier, not to have to navigate the web of political niceties and easily hurt feelings. She shared a look with Deimos, for though she was often the one to handle the political side of things, she wanted them to appear as a united front. Waiting for the nod or shake of his head, twitch of his features that told her what he thought of the proposal. And then the Valkyrie turned her bi-chromatic gaze to the Mountain, and nodded her head. 

"Neutrality would be in both of our best interests, and we will agree to that here with you. If you would like to continue the trading pacts put in place by your predecessors, then we would happily oblige." Hotaru made sure to mention it just as the Mountain had, for the stone of the Falls was quite valuable. While her weavers could now craft a type of leather from the fronds that had been retrieved in the south, stone was useful for structures, and held weight and power that their fabrics could not. Hotaru would not relinquish that so easily, and she was grateful that the Mountain seemed keen on keeping those avenues open. "If you make no move against us, we shall not in return. Your goods and citizens are safe from us, Mountain. May our relations remain peaceful," she spoke decisively with a small smile, feeling a bit more at ease with this treaty of neutrality now lying between them. 

Her gaze turned briefly to Deimos, allowing him room to speak if he had anything to add from the militant side of ruling.
