the limit for the wind would probably be a time duration like 30 seconds or 10 m, increasing to 60 seconds or 30m with the upgrade.

Sprouting the wings would be painful to her causing her to be immobilized for a period of time.

Can you expand on the elemental whip? What does it do? What element?

Ohh. The time duration works!

Yushh that sounds brilliant. A lovely and painful restriction <3

For the whip it does has the same natural affect of a whip (lashing, etc) but has one elemental property that will manifest when used with enough force/in a battle. I was thinking the element could be left open to whomever she got it from but if had to pick through a few..

Electricity - The whip crackles with electricity that can cause slight paralysis in the area hit. (lasts x amount of time)

Ice - The whip is coated with freezing ice that can cause slight numbness in the area hit. (lasts x amount of time)

I was also thinking about air being its elemental, but I can't think of what it would do. Hope this clarifies things! Thanks for the help.

Hmm. I think I'll go with ice! Here's the revised version:
